John W. Taylor was born in Charlton, Saratoga County, New York in
1784.Serving 20 years in the House of Representatives, he was speaker during
two periods: 1820–21 and 1825–1827.
Taylor believed that since Congress had the power of admitting new states, it consequently had the authority to set the conditions under which states would be admitted. Vigorously opposed to slavery, he was instrumental in the realization of the Missouri Compromise (1820). He died in 1854.
